Phone no longer making calls in France

Hi my phone suddenly stopped making calls or sending texts from France 3 days ago. Phone is topped up, internet working etc. have tried in safe mode, rebooted, taken SIM in and out but nothing. each time I try to make a call it says dialling for a second then straight to "call ended". can anyone help please?

O2 may deem that as excessive use abroad.

I would contact customer service to check if your services have been restricted.
