Does anybody know why it takes O2 so long to deal with refunds of money they owe through no fault of the account holder and why it's impossible to contact somebody at O2 who can give a straight answer?

If they have agreed a refund it can take up to 14 days I believe.
I'm surprised CS couldn't help you though.

I cancelled my o2 in nov and it finished in dec. Its now almost march and i still havent received a refund i have contacted cs 3 weeks ago and was told i would have a refund in 3 days but this still hasnt happened very unimpressed with the service. I have asked for a refund several times now but with no joy.

They take your money in an instant but take forever to make refunds. If the form doesn't work email a complaint to the address in the link.
