Why not have a 'no internet data' tariff?

I have a small, basic phone which I can use for calls and texts only.  No internet, not camera etc. My Simplicity tariff includes data use and wifi neither of which I use.  I think there should be a lower tariff for calls and texts only.

Because market trend shows people want more and more data so they are going to tailor their tariffs to draw people in.

Isn't their a Simplicity No Allowance Option.
