I believe O2 will only refund the charges if authorised to do so by Google.

The best people to contact i would have thought would be Roblox. (https://en.help.roblox.com/hc/en-us/articles/203312650-Unauthorized-charges-or-stolen-credit-card) Unfortunately if your daughter used Mobile Billing via o2, then someone has opted in for that service, as it has a 2 factor approval process when first switched on, and can be set to not use a password for payments.
I appreciate this might not be the answer you are looking for but I doubt either o2 or Google will refund the charges, due to the opt in feature.
I would log into the Google Account associated with your daughters handset and turn off Mobile Billing to o2.

I would also contact o2 and ensure bill 2 mobile is turned off to prevent any further charges
