I have been trying to take my number to another provider for over a month however the PAC code provided has not worked. O2s customer service is practically nonexistent, I am overseas and time difference makes getting in contact difficult, and to top it off when I do they say they're too busy and just cut me off. I have now paid for over a month of service I do not want due to the lack of communication. To make matters worse, I have also been charged for travel packs at least 4 times when I have not used my phone once. This service is unacceptable and the fact that there is nowhere to complain is even more ridiculous.

This is a customer to customer community, not O2.
You need to contact O2.
Message them on Social Media. Facebook (https://o2uk.co/O2CFB) , Twitter (https://o2uk.co/O2CTW) or Instagram (https://o2uk.co/O2CIG) or give them a call on +44 7860 980 202 free from your O2 sim.

Your complaint will carry more weight if you give O2 every opportunity to resolve this matter, so when following the advice of @MI5, you need to keep a log of who you contact, when you contact them and by what means.

Daft question, but have you tried to get a new PAC code, as if it is over 30days , then you just need to text PAC to 65075
Then you dont need to speak to anyone...

I'm pretty sure shortcodes won't work from foreign networks.
May be available in the customers MtO2 though if accessible Guide: How to get your PAC [June 2021 Update]

Some do, some don't I have manged short codes from some EU Networks... And it is worth a try..
The only other option is to keep nagging o2 CS to provide a PAC Code...
And it would be useful to know why the new provider rejected the original PAC code...
