Does one wait in all day when a phone has not been delivered in the slot promised? Or will I receive an apology/explanation of delay?

Personally i would be chasing up O2. I know the courier issues the time slot... but the fact remains that until you receive your phone it remains the responsibility of O2.

Last time I had a phone delivered it came in the afternoon rather than the morning delivery promised. However they did text me to advise of the delay.
