Does anyone have any suggestions. We have tried everything o2 has said like changing settings etc. and still cannot access the data. We can phone and text but that it.

Without knowing what phone, which account type and where you are, it's gonna be difficult to guess.
Make sure data roaming is enabled and if on contract, your apn should be "mobile.o2.co.uk"
Also try manually searching for different networks and try them, even if they say forbidden.
