Hope somebody out there has a bit more knowledge than O2 and Apple…..

I have 3 iPhones 16 pro max running iOS 18.4, all bought at the same time, all set up identically, when travelling to EU from U.K. 2 of the phones work fine, the other says calls from this phone are blocked, O2 says there is no restrictions on the phone, Apple says it’s working fine, gone through all the usual rigmarole from tech dept, even replaced the sim still can’t make calls, anyone out there have a clue what’s going on ???????
