cant vote on xfactor

My fone says i cant make outgoing calls when call barring is on so it wont let me vote on xfactor. How do i get it off?

I'm guessing the OP's a teenager? Not many folk over 15 would want to vote on something like X Factor... Especially when voting's pointless anyway, everyone knows the overall winner is Simon Cowell's Bank balance.
