This is part of the camera app on stock (un-skinned) Jelly Bean devices (currently only Nexus 4, 7 & 10).
For some reason, Samsung decided to remove it from their firmware, or couldn't/wouldn't include it as a feature of their own camera app.

Does anyone know what happened to this feature? It was touted everywhere but I can't see it on my s4?? Thanks
The panoramic option is available on my S4 but do you mean the 'planet' type photos?
There are two apps that I currently use from Google Play - Tiny Planet FX Pro and Crystal Ball Camera. They produce very nice effects.

Having searched on Google it appears that this will be a feature available to the S4 when 5.0 is released... no idea when that will be?
Perhaps Samsung wanted to use this feature as a selling point for the new Galaxy Note... who know's with marketing these days?

The Nexus app (photosphere) is not included as part of the raw JB firmware. Samsungs's 360 photo app was a version of it (but not the same) as Google has the rights to photosphere. I can only assume there may be some legal reason why it was not included in the final release for the S4 which may or may not be resolved at a later date.....
