Unable to ring out received bill yesterday giving me 7 days to pay Or service would be reduced By the end of the same day service was reduced Bill as been paid still can't ring out

Do O2 put captive portals on SIM cards?

I use a SIM card to hotspot through a 5G router, my new router has a captive portal but this doesn't seem to be coming from the router itself and I suspect it is set by O2.Is this something they do, and if so, how do I turn it off?
