My Dad is abroad and has asked me to help. He has no signal and when he tries to speak to o2 online they say he needs a security code that’s been texted to him but he can’t receive the text because of the signal so has asked me to help him sort it. Can you please help?

There has been a problem with people being asked to change their password of late, documented elsewhere on the forum.
Sounds like your Dad needs to reach out to O2's social Media team (links for that are immediately below this post) for help getting his phone to work while roaming (the Guide: Roaming MegaGuide might help, but not if he cannot login because of the O2 security challenge).
This advice in the security chalkenge might help while he waits for a response from O2:
