cannot pay phone bill

Under filling this form:https://www.o2.co.uk/help/device-and-sim-support/how-to-keep-your-mobile-number/online-form Are "number to be transferred" and "number to change" the same thing?

Bill Enquiry, incorrect invoice

I've been charged 24.99 but on the bill the only things it says I've been charged for is 10.99 for SIM and 13.99 with 7.99 discount. Please explain why I've been charged an additional amount that is not explained on the bill? Regards
