I have recently been to Barbados and I had my data roaming turned off, but there are charges for incoming calls from Jamaica. How does this happen when data roaming is turned off, I only used my phone for WIFI

Call charges would have nothing to do with data being turned off, if the phone side was still active.
The other thing where people get charged is Voicemail. If the phone is registered abroad but turned off and a Voicemail is left but cannot be delivered you will pay for the return leg when the receiving network sends it back to the UK

no idea where the charges were from. I contacted O2 and they have refunded me as a gesture of goodwill, Next time i go abroad I will have data roaming turned off and phone on airplane mode.
