One Ring Scam advice

Good afternoon, I'm after some advice, my father-in-law had a missed call from a number that turned out to be in Tunisia, he tried to return the call, it rang twice before he hung up.  His bill has arrived and he has an international call that states it lasted 50mins (it didnt) at a cost of £150.

 

Where does he stand with claiming this back?  We have reported it to action fraud and the O2 fraud team, they are investigating but claim he made the call so could be liable.

Never call back any unknown numbers.

@PaxReacher As your issue has now been reported to the O2 fraud department there's nothing anyone in customer service can do to assist you. As your father-in-law made the call it's highly unlikely that he will be refunded. Sadly, a harsh (and expensive) lesson learned.
