Since accidentally making an outbound reply call to what may have been a silent spam call, I have no outbound phone tone.  This has been the case for 8hrs, and I am really worried I am getting charged for this.  I can make outbound calls and receive them but still no dialling tone?

You don't have a dial tone on a mobile.

Yes, totally silent.  My home landline is also now silent.  Mobile is O2 landline is Sky

Can still make and receive calls and texts and email on mobile and calls on landline

What I mean is that you don't have a dial tone on a mobile.
No dial tone on a landline would indicate a fault.
