You need to speak to cs to find out why it is barred.
Is it phone or account?
Phone may be because it is reported lost or stolen and account may be because you haven't paid your bill?
Either way, cs will tell you what the problem is.

As said, if it's barred you can't fix it, only customerservice can do that for you. My preference would be to call them but if you don't have access to another phone or a friends phone, live chat is there if you need to use them....
