Charged for unsent texts

Hi all, I had to borrow a quid this morning as I'm poor like the rest of the country and needed to text my son's preschool to explain he wouldn't be in. I've been charged for the texts (I attempted to send them twice), even though they couldn't be sent due to o2 network issues in the area (code 69, oo-la-la), and I'm now down to 10p with nothing to show for it. 

I've tried starting a webchat what feels like 30 times and it fails to load. Having a sick toddler, I can't ring them.

Any advice or guidance would be gratefully received! Thanks in advance x
